Tom Hine

Tom is a highly experienced financial services lawyer who joined Kemp IT Law in October 2023.

Tom’s practice covers regulatory law – both non-contentious and contentious – and corporate governance. Tom has particular expertise at the intersection of technology and regulatory law, having been in-house as General Counsel of the London Metal Exchange from 2006 until 2023.

Tom has advised exchanges, clearing houses, banks, trading firms, benchmark administrators, data vendors, price reporting agencies and governmental agencies on a wide variety of financial services laws, including the Financial Services & Markets Act, the FCA Handbook, and UK on-shored versions of MiFID II, the Benchmarks Regulation, SFTR, EMIR, the Market Abuse Regulation, the UK and EU Emissions Trading System and crypto-asset regulation. 

Tom is adept at complex drafting, from writing rulebooks for exchanges and clearing houses, to complex regulatory advice. Yet he is also commercial and pragmatic – able to draw on 17 years’ experience in-house, running large teams, projects and budgets, and advising boards – to give sensible, practical advice with an understanding of the issues faced by financial services and technology clients and their in-house legal teams.
